And surely He has led astray a great multitude among you; were not you utilizing your intelligence?
This verse makes it clear that the Mujirims are those who possess intelligence but do not use it to understand the aim of life. Today, the Fujjar are reading and hearing these verses in the Arabic Quran, but they are not engaging with Adhikr—the Reminder. This is why they are destined for Hell, as told in verses 18:100-101. They are described as the worst among a thousand communities of the Lord’s creatures in verse 8:22 because they neither listen to Adhikr nor speak about It to others. As explained in verse 25:33-34, whoever does not follow the Best Interpretation of the Lord’s Book—Adhikr—will be dragged prone on their faces into Hell. Such people are in the worst places and are the most astray. See explanation 21:10; 29:43; 35:28-29.
